Environment Protection and Climate Change Department (EP&CCD)

The Climate Policy and Technology Center (CPTC) is a newly attached department of the Environment Protection and Climate Change Department. This Center was established following the merger of the Environmental Technology Center (ETC) and the Environmental Policy Center (EPC) as approved by the Provincial Cabinet on April 23, 2025

It officially became part of the Punjab Government Rules of Business, 2011, on May 19, 2025 The Center serves as a center of excellence, aligning Punjab’s climatic governance with global best practices

Operational Functions

Policy & Strategic Planning

  • Formulate provincial climate policies and long-term strategies aligned with international commitments
  • Assess policy impacts and ensure federal–provincial coherence
  • Draft policy briefs on climate change, green financing, and pollution reduction
  • Develop policies to attract green investments and promote sustainable development goals

Applied Research & Data

  • Manage climate data, track trends, and provide early warning insights
  • Downscale climate change projections to enhance provincial resilience
  • Conduct research for the adoption of climate-resilient technologies
  • Update data regarding relevant academic courses and recommend emerging topics

Technology Transfer

  • Enroll indigenous and international technologies for monitoring environmental quality and waste treatment
  • Promote solutions aimed at reducing carbon and water footprints
  • Advise the government on the regulation of natural resources and technology deployment in industry
  • Facilitate technology transfer through subsidies and prototype exhibitions

Capacity & Awareness

  • Build stakeholder capacity through technical advisory and practical guidelines
  • Arrange international and local training for public sector officers and civil society
  • Develop climate-related regulations, standards, and incentives for low-carbon transitions
  • Support climate education and awareness through digital platforms and campaigns
